Position: OPERATIONS OFFICER.

This is a local hired position, open for Indonesian nationals only. If the hired candidate is non-Indonesian, he/she will follow the local grade salary and will have no exposure for international position benefits.

The appointment shall be for an initial period of one-year 'Extended Term Consultant' contract, renewable subject to performance.

The Public Expenditure Analysis and Capacity Harmonization (PEACH) program is a program of technical assistance to committed local governments in order to allow them to institutionalize processes for increasing the effectiveness of their development planning, budgeting and budget execution.

The primary objective of the PEACH program is to improve public financial management at the provincial and district level of government. Supporting this objective are three secondary objectives:
• Enhancing the central government's understanding of local public financial management issues; and
• Enhancing the capacity of Indonesian research institutions to conduct public expenditure analysis and to transfer capacity in public financial management.
• Enhancing the capacity of civil society to monitor public financial management;

PEACH achieves the above objectives by first analyzing local governments' planning and budgeting processes and how local governments spend their funds. Findings and recommendations from the analysis are then used as the basis to advise governments on public financial management reform and to address capacity problems within the civil service. The public expenditure analysis (PEA) is conducted collaboratively between local research institutions and local governments, with technical support from the World Bank. The success of the program relies on the strong relationships (especially those between local researchers, local governments and the World Bank team) and the government ownership built during the PEA process. The trust and relationship built becomes the platform to implement other activities, such as capacity building/training, or technical support to local governments in planning, budgeting and legislative drafting.

The PEACH program has already started implementing in Papua, Gorontalo and East Nusa Tenggara, and is about to start in Maluku. The program is also expanding to North Sulawesi, South Sulawesi, South-east Sulawesi and West Nusa Tenggara in 2008/2009.

The PEACH program is a joint program between the Poverty Reduction Economic Management (PREM) and Sustainable Development (SD) sectors within the World Bank. Within PREM, PEACH is under the Public Finance and Regional Develop (PFRD) team, and under SD, PEACH is within the management of the Decentralization Support Facility for Eastern Indonesia (SOfEI). Loosely, the partnership is based on the premise that the PFRD will provide the public finance, data management expertise to ensure that the quality of the outputs produced by PEACH program meet a set of minimum standards (developed by the PEACH team). SD/SoFEI, on the other hand, provides support on the engagement of all relevant stakeholders to ensure that PEACH continues to be a program that is based on the three principles of demand driven, collaboration and participation.

PEACH is financed by multiple donors including AusAID (Papua, NTT and NTB), Netherlands (Gorontalo, Maluku) and CIDA/Canada (North Sulawesi, South Sulawesi and Southeast Sulawesi) through various trust fund mechanisms administered by the World Bank.

The program is seeking to recruit an Operations Officer to join the team.

Duties and Accountabilities

The Operations Officer be responsible for the following tasks:

a. Build and maintain relationships and partnerships with local governance stakeholders (such as local governments, local research institutions, CSOs and media): 1) identify and engage with local governance stakeholders to discuss and identify governance issues that they would like assistance from external parties, such as donors, SOfEI and other stakeholders; 2) identify and engage with champions within local governments to facilitate the process of implementing PEACH; 3) socialize PEACH to key local governance stakeholders to ensure ongoing support; 4) identify, build and maintain partnerships with implementing partners (e.g. local research institutions) for PEACH.

b. Coordinate the work of the provincial Operations Officers: each PEACH province will have on-the-ground presence with an operations analyst/consultant, whose will be responsible for coordinating the work of each province. The Operations Officer will be responsible for coordinating the work of all operations consultants to ensure that the program is delivered in a timely manner.

c. Program Implementation and Management: work with other members of the SOfEI and PEACH team to ensure that PEACH delivered in a timely manner. This will be predominantly through the provincial operations analysts/consultants. Tasks may include supporting partners (for example, from the local governments and local research and academic institutions) to carry out their work; ensuring that

Selection Criteria
• Masters degree in a relevant field.
• Minimum of 5 years experience working with or in sub-national governments (provinces and districts), especially in Eastern Indonesia.
• Proven ability to build and maintain trust and effective working relationships with a range of local governance stakeholders, including local governments, research institutions, civil society and media.
• Proven ability to implement project operations to meet deadlines and high quality standards in challenging environments, preferably in Eastern Indonesia and in the area of governance.
• Well developed report writing, networking and communication skills.
• Proven ability of work independently within a team environment.
• Willing to be based in Makassar and to travel extensively throughout Eastern Indonesia.
