Term of Reference for Consultant to Edit Research Report on
Situation of Human Trafficking and Debt Bondage in Eastern Indonesia

Background and Purposes:
ICMC, in partnership with the Indonesian State Ministry of Women's Empowerment and Tenaganita, a Malaysian NGO is implementing a two-year project funded by the European Community and the United States Government to combat debt bondage issues and trafficking in persons between six east Indonesian provinces and the Sabah State of Malaysia. Some of the major anticipated results of the project are sensitizing officials on both sides of the border to the rampant trafficking in persons between Indonesia and Malaysia, the formation of a cross-border platform to deal with trafficking in persons between the two countries, a perceptible drop in trafficking in persons between the Indonesian gateway for migrant workers in East Kalimantan and the official receiving point in Sabah, and a manual describing how to set up a cross-border platform. The project was launched in December 2007 in Indonesia and in April 2008 in Malaysia.

The project has conducted a research and written a draft final research report on current situation of human trafficking and debt bondage in the six provinces in eastern Indonesia, namely East Kalimantan, North Sulawesi, South Sulawesi, East Java, West Nusa Tenggara and East Nusa Tenggara. The report describes about the research findings, specifically on the magnitude of the problem, modus operandi used by traffickers, exploitation experienced by the survivors, existing local regulation to combat the problems and also current and past efforts being done by government institution and NGOs in preventing the problems and in providing direct services to the survivors. In addition to this, the report also describes an analysis using good governance perspective. The research report will be used as a reference for related institutions and civil society organization in respective targeted project area to further plan actions to prevent and combat the problem.

Work Assignment:
The consultant selected is expected to work to edit and finalize the existing draft final research report to be used for trainings/workshops related purposes. In addition to this, the consultant will also produce a final research report that will be used as a reference for related stakeholders in targeted project areas to further plan actions to prevent and combat the problem. The final report then will be disseminated to minimum 300 individuals at local, national and regional level. The consultant may communicate with research academic institution in Makassar and is expected to work in 1 month time to accomplish the tasks. The name of editor will be also printed in the research report.

Qualifications or Specialized Knowledge/Experience Required:

The tasks will be conducted by external consultant who is an Indonesian national based in Makassar, South Sulawesi and possesses:

·At least 5 years professional experience in editing report/research report.
·Excellent writing report skills.
·Strong skills in interpersonal relations, networking and communication.
·Good understanding of human trafficking, gender and child rights is desirable.

Estimated Duration of Contracts:
The consultancy is expected to be of one (1) month's duration. It is expected that the consultant will be exclusively available to ICMC for the entire duration.
