Backgrounds 

That within the framework of efforts to enhance the prevention, control and management of the response to HIV and AIDS, strategic steps need to be undertaken to assure the continuation of AIDS prevention and to avoid greater impact in the fields of health, social affair, politics and economics. National AIDS Commission is developing website as one of the effective communication tools to improve public awareness with regards to HIV and AIDS.   

For website development, National AIDS Commission is immediately seeking for potential professionals to fill the vacant of "WEBSITE MANAGER" 

Job Purpose

  • To be accountable for the implementation and development of website.
  • To provide current and accurate all the information about HIV and AIDS.
  • To deliver the information to the public.
  • To increase the visibility of National AIDS Commission in the public/visitor.
  • To support and encourage the growth of web visitors through volunteering, accessing local and online resources.
 

Areas of responsibility and key tasks: 

   A. Typical Duties Under general direction:

  • Develop and manage the National AIDS Commission of internet and intranet sites (www.aidsindonesia.or.id, www.ipf.aidsindonesia.or.id, www.gfatm.aidsindonesia.or.id) and so on, develop and manage the e-management installations, and recommend database or other website applicable programs. 
  • Working under the supervision of the National AIDS Resource Centre Coordinator
  • Manage specific projects or programs of a department or coordinate the efforts of several departments toward a specific project;
  • Develop project requirements, analyses, and feasibility assessments; identify options, evaluate and propose technology solutions and cost/effort for web projects and website online applications;
  • Perform routine daily, weekly, and periodic major and minor updates of online text, photographs, and forms related to HIV and AIDS---including the weekly website newspaper and video, minutes, links, and other website information;
  • Write, proofread and edit content on behalf of departments; following up with departments on content deadlines and annual/regular updates; editorial calendar; editorial style sheet;
  • Monitor other municipal and governmental sites in order to keep current with web site development and design issues;
  • Provide assistance to maintain website format and navigation to ensure continuity and standardization, and to provide for ease of updating;
  • Evaluate, track, and report usage of the NAC website, and recommend improvements to existing Internet site for increased effectiveness and efficiency by utilizing statistical analyses and usage trends;
  • Establishes and maintain cooperative working relationships with other departments, agencies, contractors and the public by utilizing committee and department liaisons;
  • Conduct analytical research, of industry related laws, research papers, and technical materials; 
  • Manage performance of contractors and vendors by establishing and monitoring service level agreements and quality of service standards;
  • Provide training on an as needed basis; and
  • Perform other related duties as assigned.
  • Produce creative multimedia graphic design to package the information before dissemination to the public.

B. Knowledge, Skills, and Abilities Knowledge of:

  • Web technologies including HTML, XML, ASP,PHP, JavaScript;
  • Content management systems;
  • Web based applications including database driven applications;
  • Working with application service providers and hosted solutions;
  • Web standards and best practices;
  • Networking, Windows server and IIS;
  • Project management practices and principles;
  • Relevant technology for websites (i.e., design, development concepts, management tools, operation, data base, content publishing and related net technologies and protocols); and
  • Maintain "accessible" web sites

C. Ability to:

  • Analyze, design and test software to reduce or eliminate errors and increase efficiency;
  • Research and recommend appropriate applications to internal agency clients;
  • Work as team player and be willing to deliver excellent customer service to both internal and external NAC stakeholders and staff;
  • Communicate logically and clearly, both orally and in writing; follow oral and written instructions;
  • Work effectively in time-sensitive situations and meet deadlines; coordinate multiple projects and complex tasks simultaneously;
  • Provide training and technical support to departmental staff and ensures appropriate training of staff and end users;

Requirements:  

  • Education and experience equivalent to graduation from an accredited college or university with a bachelor's degree in public administration, Computer Information Systems, Computer Science, Business Administration, Communications, or a closely related field;
  • Three (3) years of progressively responsible experience managing, developing, designing and maintaining a complex organization website.
  • Good oral & written communication and presentation skills in Bahasa and English.
  • A self-motivated initiative person, creative & innovative, good working attitude and willing to take up new challenges
  • Pro active, can work independently yet a team-player and can take pressure working under tight schedules.

The world of HIV and AIDS provides lots of material for E-Learning.  

For e-learning development, National AIDS Commission is immediately seeking for potential professionals to fill the vacant of "E-LEARNING MANAGER. 

Job Purpose

To be accountable for the implementation and development of e-learning. 

Areas of responsibility and key tasks: 

  1. Strategic direction and development of e-learning with the support of, and under the direction of the National AIDS Resource Center Coordinator and leadership team
    • Working under the supervision of the National AIDS Resource Centre Coordinator
    • Develop plans for e-learning guideline which identify clear targets, time-scales and success criteria for its development and maintenance in line with the NAC strategic  plan;
    • Ensure the creation of the virtual learning environment (VLE), identifying clear targets, time-scales and success criteria for its development and maintenance in line with the National AIDS Commission strategic  plan;
    • Ensure that all stakeholders are well informed about strategy, plans, priorities and targets in respect of HIV and AIDS e-learning.
    • Work closely with National AIDS Resource Centre Coordinator for the design and development of high quality online/CD based courses to meet international e-learning standards.
    • This position requires the ability to work closely with NARC Coordinator on e-learning research and keep update with the latest advancements in the field and to work closely with the development and operation units for the planning, overseeing and managing of adequate and supportive e-learning environment that relies on the use of the latest educational technologies to deliver learning and teaching for all users.
    • To work closely with the NARC Coordinator in evaluating, selecting, implementing and assessing virtual learning platforms that are versatile, flexible, learner-friendly which can be adapted to suit various pedagogical, learning styles and approaches.
  1. Monitoring, assessment, recording and reporting
    • Implement systems for monitoring, analysing, evaluating and reporting on progress and achievement relating to all aspects of e-learning;
  1. General
    • Work closely with the National AIDS Resource Centre Coordinator to ensure the Information Communication Technology infrastructure supports e-learning;
    • Enable all teachers or facilitators  achieve expertise in the use of e-learning by providing examples, coaching and training
    • Provide workshop training and advice in respect of e-learning as appropriate;
    • Maintain links with appropriate bodies, attending meetings as required;
    • Encourage and support networking with other stakeholders (school, NGO, university, Institution, government, companies and so on.)
    • Engage with appropriate training opportunities to promote professional effectiveness in this role.

Requirements: 

    • Bachelor Degree or Master's in Education Technologies, distance learning, Computer Science or any other related area with a minimum of 3 years experience in a similar role & e-learning content development and training is desirable.
    • Good oral & written communication and presentation skills in Bahasa and English.
    • A self-motivated initiative person, creative & innovative, good working attitude and willing to take up new challenges
    • Aggressive, can work independently yet a team-player and can take pressure working under tight schedules.
